From what I understand you pay a deposit fee from either a credit or debit card, and then pay the remaining balance upon arrival. Does that initial deposit amount count as a foreign transaction, and will that be hit with a fee from my bank? Not to sound preachy, but if you are planning things in advance please contact the hostel directly and book through their site or email. Hostelworld and Hostelbookers keep 15% (as of two years ago, it may be higher now) of every reservation from their sites, which is what they call the booking fee. This is also why the hostel cannot refund the initial booking fee--they literally don't get a penny of it. If you're traveling with no set schedule or have anything unexpected come up then one of the booking sites will be the fastest and most reliable way to find and book a place, but if you have more time to plan then the hostel owners would really appreciate if that 15% went to them.
